Personal opinion: I feel Goku could have defeated Majin Buu.....as long as he can finish it quick due to Super Saiyan 3 being such a energy hog. Knowing how Goku is though, he probably won't because he wants to fight his enemies at their best.
As for how I feel about Super Saiyan 3: I'm in the middle. I like the wild long hair, but the lack of eyebrows is what I don't like
