In regards to input shortcut issue, I think is more a problem of timing; in difference to other fighting games in sf6 you wouldn't usually buffer a fireball or dp, you would wait until whatever normal move your doing is finished and then do the input as fast as possible in the positive frames you have. Of course there are exceptions to this like Gief which relies heavily on buffering spd's and other characters with similar mechanics.
