General shepherd doesn’t exist in this world because he already long ago died by Soap MacTavish in 2009. During world war 3. Ww3 existed in the timeline but it ended long ago. But instead General Perlman takes his place and Perlman hired shadow company to deal with the missiles and of course has his own agenda.
